Jeffrey Hoffman, a longtime New York State cannabis attorney and advocate, is once again leading the charge for cannabis law reform. On March 11, 2025, he and other advocates will gather at the New York State Capitol in Albany to rally for the passage of two critical bills aimed at addressing gaps in cannabis education and medical cannabis accessibility.
Education Through the Endocannabinoid System Awareness Program
One of the bills being championed by Hoffman seeks to establish an awareness program about the endocannabinoid system (ECS). Hoffman emphasizes the critical need for education in this area:
“This is about education. Cannabis is now legal in New York, but there is a dearth of education about cannabis, especially when it comes to its effective use for medical purposes,” Hoffman said.
He explained that the ECS, a bodily system crucial to understanding the effects of cannabis, is not included in most medical curricula. This lack of education leaves medical providers ill-equipped to serve patients effectively.

“This is a health issue, not a cannabis issue,” Hoffman added. “Now that cannabis is legal, more patients will present with cannabis in their system and will be willing to discuss their cannabis use with medical providers.”
Health Insurance Coverage for Medical Cannabis
Hoffman is also advocating for the passage of a bill which would require New York State-funded health insurance plans to cover medical cannabis. He explained the significant challenges the current lack of coverage poses for patients and physicians:
“Medical cannabis should be covered by New York State-funded health insurance entities because it may allow for better treatment options and improved health outcomes,” Hoffman said. “Medical cannabis can be affordably substituted for other medications, including but not limited to opioids.”
By including medical cannabis in state-funded health insurance plans, the bill aims to improve patient access, reduce out-of-pocket costs, and lower overall healthcare expenses.
March 11th: Rally for Reform
The March 11th event at the Capitol will be a key moment for advocates across the state. According to Hoffman, the day will begin with a press conference, followed by organized visits to representatives to advocate for these bills.

Empowering Individuals to Advocate
Hoffman offered practical advice for individuals who want to contribute to cannabis law reform:
“It never surprises me when I get a blank stare when I ask folks, ‘Who is your assembly member and who is your senator?’” he said. “In New York, cannabis is regulated at the state level. Your assembly member and your senator are the ones in control. If you don’t know who they are, you can’t possibly have an impact. Find out who your electeds are and let them know what issues you support.”
